Postdoctoral Research Fellow
At the Faculty of Medicine, Department of Global Public Health and Primary Care, a full-time (100 %) position as postdoctoral research fellow is available for a period of 4 years. The position is part of the project «Fair Choices on the Path to UHC – in times of change (2026–2030)», led by Bergen Centre for Ethics and Priority Setting in Health (BCEPS) and financed by the University of Bergen.
About the project/work tasks:
The project “Fair Choices on the Path to UHC – in times of change (2026–2030)” is a Norad-funded project aimed at supporting low- and middle-income countries in making fair and evidence-informed health priority decisions. It focuses on strengthening national capacity to design equitable and cost-effective health systems, particularly in a context of declining external funding and shifting demographic pressures. Through collaboration with governments and academic partners in countries such as Tanzania, Nepal, Ghana, Ethiopia, and Zanzibar, the project promotes methods from health economics and ethics, including economic evaluation and inclusive deliberation. Ultimately, the goal is to improve the legitimacy, efficiency, and fairness of priority setting, enabling sustainable progress toward universal health coverage (UHC).
The position is a postdoctoral fellowship aimed at qualifying the candidate for senior academic positions. This entails both active participation in the project’s core activities and the development of independent, critical, and analytical research. The candidate will have the opportunity to further develop and challenge existing methods and frameworks in health economics, and to contribute with their own research questions within the thematic scope of the project.
Work tasks:
- To lead work on implementation and development of frameworks and methods for health economics within FairChoices: DCP Analytics Tool (www.fairchocies.org), with a particular responsibility for health care financing and health economic evaluation of interventions relevant for inclusion in essential service packages in low- and middle-income countries. This work also includes critical assessment and further development of methods in light of emerging research and contextual needs. The analytical framework is developed in the R programming language.
- To model costs and effects of health interventions in the FairChoices: DCP Analytics Tool and link these to analyses of health care financing, as well as explore and develop new analytical approaches where scientifically relevant.
- To systematize and further develop the documentation of frameworks and methods for health care financing and cost-effectiveness analyses, including contributions to methodological innovation and theoretical development.
- Initiate and publish independent and collaborative research articles in international peer-reviewed journals, both related to and beyond the direct application of the FairChoices framework.
- Teach health economics and priority setting in health, and supervise PhD students and other students and partners, with the aim of strengthening academic capacity and critical reflection.
Qualifications and personal qualities:
- The applicant must hold a Norwegian PhD or an equivalent degree within health economics or similar field, or have the doctoral thesis submitted prior to the application deadline. It is a condition of employment that the PhD has been awarded and at the latest within 5 months after the closing date for applications.
- The applicant must have experience from research in health economics and health financing
- Experience in the application or development of population-based health economic evaluations in health policy and empirical research is considered an advantage.
- Applicant must have skills in R or a similar programming language, and experience with R is considered an advantage.
- Work independently and in a structured manner, and have the ability to cooperate with others
- Proficiency in both written and oral English
- The applicant’s personal suitability for the position is a significant factor in the evaluation.
About the position of postdoctoral research fellow:
The position of postdoctoral research fellow is a fixed-term appointment with the primary objective of qualifying the appointee for work in top academic positions. You cannot be employed as a postdoctoral fellow for more than one fixed term period at the same institution.
The employee may be assigned required duties in the form of teaching and similar work at the department.

- Salary NOK 690 000 (code 1352) in the state salary scale. For applicants with a degree in Medicine or Dentistry, salary NOK 700 000.
